+ " roof on the duplex the year before moving out himself"
+ " in 1994. It's very likely he got no help from government"
+ " authorities before finally throwing in the towel."

The diaries for 1994 through 1998 began as summaries of"
+ " events happening on the blocks immediately surrounding the author's

+ " Until the mid- to late-1990s, the annual turn-over rate in the"
+ " absentee owned rentals was over 50% - meaning that there were more than"

+ " to become accustomed to the less violent and more sociable nature of our"
+ " neighborhood while living here during their usually short stays. "

+ " frequently from our block stayed inside their homes - the children from"
+ " the most mobile families were those also with the least self-discipline"

As negative incidents in the neighborhood occurred, the"

+ " computer programs and operations from an old black & white monitored"
+ " personally designed Radio Shack TRS-80 low memory system to a higher"
+ " memory color monitored IBM XT/AT system --- before the Windows operating"
+ " system was developed. [As of 6/6/2008, the author is still using"
+ " his personal Desktop Operating System inside a DOS window in the Windows"
+ " 98se operating system - it being much more friendly, efficient and"
+ " understandable (to the author, anyway) for text and numerical operations"

The pictures taken and physical items tagged and bagged"
+ " probably reflect about five percent of what actually occurred - with the"
+ " pictures reflecting behavior happening so often as to be captured when it"
+ " was remembered a non-digital camera was handy. Most 'behaviorally"
+ " challenged' kids moved in and out of this neighborhood so often and so"
+ " fast that taking pictures of all their dysfunctional activities would"
+ " have consumed all one's time and monetary resources. The pictures"

or other bureaucrats visiting or holding meetings in"
